Produced on November 23, 1982 in Spanish Town, Jamaica, Powell is the youngest of the six sons born to two ministers. Powell attended Ewarton Primary School and Charlemont High School both in St. Catherine, Jamaica. Because he has endured from pre-race anxiety, he has underperformed his abilities in a few major races. Powell was a competitor in the 2004 Athens Olympics and also the 2008 Beijing Olympics. Sadly, he just ended fifth in both cases. During the 2012 Olympics, he concluded just in the eighth position after injuring his crotch.

Powell won a bronze and also a silver medal in the 100m and 4x100m relay race respectively at the 2007 Osaka World Championships.
